Investors Eye on Parwan Employment Precinct – Price Rising FAST.

Parwan EPZ is pleased to share a very important milestone update regarding the Parwan Employment Precinct (PEP). This is truly a once-in-a-lifetime opportunity for investors, as the Victorian Planning Authority (VPA) has now confirmed that the Precinct Structure Plan (PSP) will be completed within the next 12 months.

VPA Zoom Briefing – Key Highlights

On 26 November 2025, the VPA hosted a Zoom information session attended by:

  • Landowners and their representatives
  • Town planners and consultants
  • Moorabool Shire Council representatives
  • State planning authorities
  • Community leaders and the wider public

During this session, Chris Rekon (VPA) provided a detailed update on the PSP framework and timelines.

PSP Progress & Timeline (Confirmed by VPA)

  • Technical reports, PSP preparation, and agency validation:
    Completion by April 2026
  • Public consultation on the Draft PSP:
    September 2026
  • Final PSP approval:
    December 2026

In response to a question raised by Z. Alom, Director – Parwan Employment Zone Developments, the VPA confirmed that planning permit applications can be lodged to Council in early 2027.

Importantly, the VPA also confirmed that:

  • The project is fully funded, meaning there will be no further delays as experienced previously.
  • Essential services and utilities will be delivered in line with the precinct plan.

These confirmations have significantly boosted confidence among landowners, investors, and developers that the Parwan Employment Precinct PSP is moving into reality.
